BAKERSFIELD – Nine people allegedly involved in an scheme to steal American Red Cross funds meant for Hurricane Katrina relief were arrested shortly after federal authorities announced a second round of indictments in the case. Seven people were arrested in Bakersfield late Thursday and Friday, and two surrendered to authorities, according to FBI spokeswoman Karen Ernst. McGregor W. Scott announced Thursday the indictments of 15 people, accused of submitting or collecting on fake claims through a Katrina relief call center in Bakersfield. Some of the suspects were employees at the call center, and the rest knew an employee at the center. A total of 30 people have been indicted on wire fraud charges in the alleged scheme. Bharatiya Janata Party (BJP) MLA Nilesh Cabral on Wednesday threatened to sit on a dharna if culprits behind the mass desecration at a cemetery in Curchorem village are not arrested before the end of upcoming Monsoon session of the Goa legislative assembly. “These desecrations are a threat to my government. Police have to act quickly and arrest those responsible for the desecration or else I will sit on dharna outside the Curchorem police station before the assembly session ends”, said Mr. Cabral, an MLA from Curchorem constituency.”I will also be raising this issue in the assembly session. Police needs to modernise in order to catch such culprits,” Mr. Cabral, who is also the chairman of State-owned goa tourism Corporation Limited said.State legislative assembly monsoon session is scheduled to begin on July 18.Mr. Cabral’s statement comes in wake of a series of desecration of Catholic and Hindu religious symbols, including the incident earlier this week when several Catholic crosses were smashed and grave-stones broken at a cemetery in South Goa’s Curchorem town. The Goa Archbishop, as well as Governor Mridula Sinha on Tuesday had urged the state police to effectively probe the desecration series. Mr. Cabral also proposed to take up the matter with Chief Minister Manohar Parrikar who is presently away in the U.S. on a personal visit and is scheduled to be back on July 14.
PANAJI: Goa has become the second State after Kerala to constitute Biodiversity Management Committees in most of its village panchayats, according to Pradip V. Sarmokadam, Member Secretary, Goa State Biodiversity Board.The move is aimed at forming People’s Biodiversity Registers (PBRs) in villages, which as many as 75 villages are already in the process of forming these.Mr. Sarmokadam said here on Friday that as per the board’s chief mandate to implement the Biological Diversity Act, 2002, and Biological Diversity Rules, 2004, in Goa, this exercise was extensively conducted across the State. He was talking to The Hindu ahead of the first meeting of the State’s Access and Benefit Sharing (ABS) committee on Saturday, under the chairmanship of C. Achalender Reddy, Additional Director, Centre for Innovation in Public Systems, Hyderabad. “Financial provisions have been assured by the government for us to start with the work of PBRs and ABS committee,” Mr. Sarmokadam said. He said that apart from Kerala and Goa, Telangana, Andhra Pradesh and Gujarat are doing a commendable work in conservation and sustainable access to biodiversity.Mr. Sarmokadam said that Section 41 of the Act makes it mandatory for every local governing body to constitute a Biodiversity Management Committees. Goa will soon take up a similar exercise for municipal councils.Traditional knowledgeThese committees are expected to function for conservation of biological diversity, sustainable use of its components and fair and equitable sharing of the benefits arising out of the use of biological resources and associated traditional knowledge. They will maintain data about local vaidyas (practitioners of traditional medicinal knowledge), keep a register on information of access of biological resources and traditional knowledge granted, details of collection fee imposed and of benefits derived and the mode of their sharing. He said the board would sensitise and train the committees in documentation of biodiversity and associated traditional knowledge. “Unless we are able to connect the biodiversity conservation to livelihood of people in the area, we will not be able to convince them about conservation and sustainable sharing of its benefits, for retaining same quality of food, same quality of environment,” he said.

Driven by huge demand from brand conscious children, the Indian kidswear retail market is expected to touch Rs 58,000 crore by 2014, according to retail consultancy firm Technopak Advisors.At present, the size of kidswear market in India is estimated at about Rs 38,000 crore – accounting for 25 per cent of the total Indian apparel category.”This segment, which is split into kidswear and school uniforms, is expected to reach Rs 58,000 crore by 2014,” Technopak’s recent report ‘Trends in India’s Domestic Fashion Market’ says.Growing at the rate of 17 per cent, this is one of the most attractive categories, according to the report. The report tracks children in the age group of three to 13 years.Technopak highlights increased media exposure, double-income parents and peer pressure as the reasons for children becoming more fashion and brand conscious.Kids are aware of branded goods and have started asking for exclusive products, the report says.Brands are also realising the potential of this market and are increasing their presence in this segment, it adds.In April 2009, the Mahindra Group launched Mom & Me stores to tap into this segment. Exclusive children’s brands, such as Gini & Jony, Lilliput and Catmoss, have also expanded their presence exponentially in the last two to three years.These brands are developing categories such as infant wear, kids’ formal wear, kids’ ethnic wear, swim wear and casual wear, along with a wide range of other merchandise for children.Even a brand like Reebok, which focused on adults till now, launched the ‘Reebok Juniors’ concept store last year to tap into this segment. It has started offering apparel, footwear, accessories and sports equipment for children in the age group of four to 14 years.Gini & Jony started their Freedom Fashions stores, which offer licensed products from brands like Reebok and Levi’s, along with their own products.Even premium brands, such as Tommy Hilfiger, Allen Solly and Puma, are not far behind and are now including more kids’ product and accessories.Childrens’ fashion shows, organised by these brands, is not a new concept.
