first_imgOTTAWA — The Bank of Canada is releasing data today that provides a closer look at just how much stricter mortgage rules and higher interest rates have helped slow the growth of new highly indebted households.The central bank is on a clear rate-hiking path and the pace of future increases hinges significantly on the ability of households — particularly those with high levels of debt — to adapt to higher borrowing costs.The bank’s analysis says tougher mortgage qualification tests have reduced the share of new high-leverage, insured loans — those of more than 4.5 times a borrower’s annual income — to six per cent in the second quarter of 2018 from 20 per cent in late 2016.The report also says another rule change this year aimed at uninsured mortgages dropped the share of these new loans to 14 per cent in the second quarter of 2018, compared with 20 per cent a year earlier. Senior deputy governor Carolyn Wilkins says the new mortgage rules are improving the quality and reducing the quantity of new mortgages.Wilkins says household debt remains very high and has created a vulnerability in the financial system — but she argues the better quality of loans will put the economy on a more-solid footing to withstand future adverse economic developments.The Canadian Presslast_img read more

first_imgBALURGHAT: Arpita Ghosh, sitting MP of the Balurghat Lok Sabha seat, filed her nomination papers for the same seat as Trinamool Congress candidate to the District Magistrate and District Election Officer Deepap Priya P at the Balurghat collectorate building on Thursday. She was accompanied by state ministers Rajib Banerjee, Goutam Deb, Purnendu Basu and Bachchu Hansda. Apart from them, district Trinamool president Biplab Mitra and former PWD minister Shankar Chakraborty along with many other party leaders were also present. The nomination filing will be continued till April 4. Balurghat will vote on April 23, in the third phase of the seven phase LS polls. Before filing the nomination, Ghosh went to the ancient Balurghat Buri Kali temple to take her blessings, accompanied by around 5,000 party supporters raising slogans for Chief Minister Mamata Banerjee. After filing her nomination, Ghosh said she belongs to that political party which is committed to the welfare of common public. “I have already made a commitment that I would work hard for the common people if elected from this constituency again. Most of the people in the region will bless me in the elections, I am sure,” she said. Notre Dame’s Jack Swarbrick.The BCS commissioners and Notre Dame athletic director Jack Swarbrick on endorsed a seeded four-team playoff model for college football that would begin for the 2014 season.The commissioners’ consensus must be approved by the BCS presidential oversight committee, which meets June 26 in Washington, D.C. If approved, the four-team playoff would replace the current BCS system, which has been in place since 1998.Sources told ESPN.com that under the recommended model, four participating teams would be selected by a committee, which would consider certain criteria such as conference championships and strength of schedule.The two national semifinal games would be played within the existing BCS bowl games (Fiesta, Orange, Rose and Sugar) on a rotating basis, with the host sites being predetermined before each season. The national championship game would be offered to the highest bidding city.“We’re very unified,” Big Ten commissioner Jim Delany said. “There are issues that have yet to be finalized.
